Granted I have worked on 7's less than other models but I think this is the path, fuel goes thru the in-tank pump (either boosted by a working pump or not)then to the main pump then to the filter, then up to the engine. I know it goes this way because the main pump has a 10mm inlet and an 8mm outlet, and the fuel filter has 8mm in and out. 7's, unlike 5's and 6's did have an additional piece in there, black about 2" in diameter I believe to smooth out the fuel flow. The in-tank fuel pump is not a positive displacement pump, fuel will flow thru it with a slight restriction even if it isn't running, think of a water pump, water can go past it freely even if it isn't turning (but of course there is not an additional water pump!) but more certainly flows if it is working. Hope this helps.
