No NOT related to the SI board,

Dependeing if your car was manufactured in
85, but remove passenger side speaker (front)
look down in there you see a silver box,
which has a blue plug, this is the brain for your
cruise.

If it sounds like a "machine gun" it's the brain. However a bad SI board can cause intermitant cruise operation. A bad ground at the tail light can do same.
