The only thing the resistor can do if it fails is to reduce the amount of current flowing through it, not increase it. The max current is a full 12v going to the fan motor, which is what happens when you bypass the resistor. This is a typical modification when you go to R134 and want to get more air through the condensor to make the a/c colder.

Frankly I was not surprised when the fuse melted, but I was VERY surprised when the relay wiring melted!
