Because both are not working I would suspect the fault being more of an electric nature than a mechanical one.
Check if you can get electric impulses from the speedo wire.
If you don't, the error is in the cable or the sensor (sending) unit.
If you repeat at other end you know if it's the cable or not.
If you get a signal track the impulses within the instrument cluster up to were the electric signal gets transfrmed into a capacitive field.

Have you for simplicity just tried to connect a spare instrument cluster?
