I had the same problem in the 745i. Replace the bulbs, checked them and made sure I had good contact.
The connector that the light circuit board plugs into, was putting out 3.5 volts, with the lights on and the dash pot turned all the way up. Checked the voltage coming into the obc green plug, 12volts.Took apart the obc, decided to quit troubleshooting when I realized I would have to desolder 1000 connectors/pins. It is almost impossible to take it apart any further.
Bought a used on off Ebay, plugged in the new light board it works fine now. Voltage was around 12 volts at the light board connnector.
If anyone wants pictures of a partially dissasemble OBC let me know.
