Funny you should ask....
I just had the same problem, which started with a low washer jet pressure. I filled both tanks and noticed a drip from the hose line connecting the lower tank to the wash pump.
I cut off an little less than an inch, and re-connected with a tie wrap.
No more leak and pressure is correct.
