Is new safer You be the judge? A properly rebuilt caliper will have a warranty for less than a new one! But what do they warranty ? replacement?repair etc for warranty time etc, IF a new or used caliper is defective you should know right away if it fails in 10 or 100 days who is to decide, If it doesn't work right ALL the time replace it ! It is your life maybe common sense on my thought .
