I'm not sure I would even expect a car to run let alone fairly well if the compression was that low. Weather it is my ignorance, an honest mistake or someone looking to make some money, I would look further than the first test, even a tired engine would likely be averaging 100# or better. BMW rings last damn near forever, maybe you are looking at a valve job, maybe even just a valve adjustment, but investigate further!
