there is supposed to be a foam cover over it. The water leak on the driver side is most likely a drain line which has been pulled loose. If you take the little phillips screw loose from the front of the side panel you should be able to pull the panel out far enough to peer in there with a flashlight to see if the two drain hoses are still connected to the bottom of the evaporator drains. There are two more over on the passenger side.
