Asuming, you can't switch it on while moving, it means when I come to a hill and I want to use it I have to stop the car first and then switch it on.
Presumingly I loose the time advantage to going up this hill, I would have from a better gear ratio for this hill, just because I had to stop first.
So is it only a "starting off thing (Anfahrtshilfe)".

I don't think I get the logic of having this.
Something is so far a bit contradictive.
Maybe it's ZF, who have found out that the valve will do what you say and therefore have given this recommendation with hindsight.

It's like having a feature, which you can't use as intended or it will brake.
I am sure we are all dying to find out the logic in this.

There is circuitry that returns teh s-e 3-2-1 switch automatically to the E position....

The switch can be moved to any position at any time at any speed with the gear lever in any forward motion position with in the physical limits of the engine rpm and tranny ratio limitations...

If you are stopped with the shift lever in 3rd, and you go to the 3-2-1 position, the tranny will be placed in 3rd. BTDT No problems....
