While I have never used POR 15, I've heard it's
good stuff. The basic thing you should do is always
remove as much rust as possible (by what ever means
possible- I think sandblasting is the ultimate), prime, then paint with a good quality enamel.
The only time rust reappears is when the source
of moisture from behind a painted surface is not
removed.
If you just remove rust scale and surface rust dust
from a surface, and do not continually soak the
newly repaired surface with moisture, then rust
will never reappear- regardless whether one uses
POR primer or a regular primer.
Naval Jelly (which I think is phosphoric acid) does
help to remove rust from pits, and is a good idea,
it's just that it is a hassle to use. But I still
do use it on occasion.
