Pitman arm / SI reset (archive)

What is it for? Mine are bad and I'm gonna replace them but I'm not really sure what they are. I found today when i was inspecting my car's rear end that rubber parts of both arms are gone and arms are now very loose.

I also have problem with reseting my oil change light, i recently replaced batteries but now I can't reset SI comp.
