I bought some 16" wheels with snows mounted through ebay. They were packed in pairs in cardboard boxes, with a cardboard panel between the wheels in each box. Box was stuffed with newspaper in the corners. I think the shipper got the boxes and packing materials/advice from UPS.

Pretty elaborate, but they did arrive damage free, even after being shipped through customs to Canada.

Also, tires were deflated to save weight.
