First pull the wheel w/ a 7/8" socket and using a wire short the horn contacts out. If the horn blow reliably, then clean the contacts and wiper ring with WD40, wipe a touch of thin grease (a TOUCH only) and reassemble. Legal Disclaimer: per BMW assemble only with a new nylon locking nut-DO NOT re-use old nut (like any otherwise sane person would do).

If the horn is intermittant w/ the wire test, test the actual horns and horn relay for faults.
