Assuming that he didn't somehow mark the original position of the toothed wheel, just turn the AFM so that you can reach the adjustment with the car running, disconnect the O2 sensor wire (to run open loop) and adjust the toothed wheel so the car runs the smoothest at about 2000 rpm.

If you have an automatic, do this at 1500 in drive or reverse. Then at idle introduce propane from a torch (unlit of course) into the AFM inlet ore slightly forch the flap open. If the engine runs smoother, then you need to slightly untension the spring. If it runs worse, tension the spring and try the propane again until the rpm barely changes with propane.

You can drive it with the O2 lead disconnected and look for about 0.5 v at the O2 sensor with a high impedance volt meter (20K ohm/volt or greater) attached. This indicates a decent mixture.

trial and error is the rule of the day. You really cannot hurt anything here.

You can then reattach the O2 sensor (or not) depending if you are about to be emmission checked.
