Rust on side bumpers (archive)

Today I was looking at the rubber is on the end of the bumper. (Also on front fenders) When I check under it, I noticed that the metal was all rusted out. Should I just replace the this rubber which seems to have metal throughout it. Anyone have any idea what the cost of these side bumpers cost? I was planning to get these painted to match the car and I dont want to have to replace them later after I have them painted.
