What port to use to mesasure vacum? (archive)

I have a '78 633 csi, and have only been getting 12 inches of vacum at idle. Since the vacum increases (only up to 15) as the throttle it opened, I wonder if I have been using a ported vacum source. Where is the most reliable location to measure vacum?
