According to my 86 ETM, the blue/red wire goes to a solder connection, where it splits to:
terminal 2 on the Hazard switch
the left front turnsignal light
another solder connection, where it splits to:
left rear light
instrument cluster printed circuit (socket for indicator bulb)
power comes through the green/yellow wire from the flasher from the hazard switch, from fuse 24
Have you checked the two bulbs and their grounds? (Use the hazard switch)
