Could it be the TDC sensor? (archive)

I have been stuggling with a poor running 633 csi for some time. It stumbles, has little power, and appears to be running rich. As I was scratching my head once again, I noticed several copper wire strands forming a fine brush bridging the TDC detector and the wheel. I tried to clear them, but had little success. Think they may be coming from the TDC sensor. Could this be the sign of faulty TDC sensor and the answer to my ongoing headache?

Thank you

Bill
