I had the same problem with my '87 L6. Mine read -45C. Problem was mine was missing. The sensor is located on the driver side front spoiler. There is a 2-3 inch sensor that plugs into the spoiler from the rear. There is also a connector right above the connector for the fog light. Unplug the electrical connection and remove it from the spoiler. Cost for a new one is around $ 40, I think.

As far as the high beam indicator, sounds like a burnt out bulb in the instrument cluster.
