You have the classic short cable problem. The outter jacket on the outside cable stretched to where one end of the inner cable popped out of its square drive receptical.

Remove the seat bottom by undoing the 4 10mm headed bolts that secure the lower cushion to the frame. Then you canremove the cable drive and manually reposition the seat frame to clear the frame retaining bolts.

Some folks space the cable in a bit by cutting short lengths of coat hanger (about 3/16") and inserting them into both drive recepticles.

I prefer to cut the cable sheath on ONE end right at the metal end ferrule, then extract the jacket remaining in the ferrule. Holding the ferrule with needle nose pliers, heat it with a propane torch just a bit, then shove it over the cable jacket and twist 1/4th turn. It should melt its way in a bit (NOT TOO HOT, OK?) and thereby shorten the jacket by about 3/8", which will make the thing work just like new.

Do all the cables while you're at it because if one is stretched, the others ane not far behind. I mean, how often do you want to pull the damn seats, right?
