Remove the parts and inspect the rust to see if it's surface(buble) or holed through.
Surface can be prep by sandblasting then bondo, primer, repaint.
There's other chemical out there you can use to treat rust but depends on how well you clean it! Sometime rust can be cured PERMANENTLY- depend on the work or condition!If you think it's beyond DYI, then good shops can replace the metals and repaired properly- permanent of course! Buy the panels from a parts car and replace that rusted section by welding, shop rec'd! HTH!
