Removing Smog Control Equip. (archive)

I'm wanting to buy an 88 or 89 635csi. Most of the vehicles seem to be located in California. The car will eventually being living with me at home in Tennessee, home of no smog control requirements(guess why the Smokies are now called the Smoggies). I will want to remove/disconnect the smog equipement to maximize horsepower. Is this easy for a weekend dabbler or is it even legal? Any advice?
