The Euro cars were fitted with a cat when they were federalized. smof test should be no problem. Insurance can be a problem as the VIN # will not register. The price sounds a bit high. The gray market cars, while superior, did not have good resale. That being said, I would buy another if I could find a clean one. I previously had an 85 M6.
