Given identical tires, you are correct that the 16 will perform better, BUT...

Really good 15s will outhandle so-so 16s, so a lot of it is in the tire selection.

I have a set of Toyo Z800+ 205/70-14 (for wet/winter) that out handle most 225/60-15 or 225/50-16 tires without any of the trammeling of the 16" tires.

They just don't look as neat.
