Have you had any work done in the dash lately? I've been working on my instrument cluster and have noticed that there are two (2) light leads with bulbs, almost identical, about two inches apart in that area. one is for ABS, one is for dash illumination of the foglight location symbol (I think). Check to see if your fog light symbol flashes when you start the car (or lights at all). My bet is that the two leads have been swapped. If you pull the panel under the steering column, in a well lit area, you can look up and see.
