euro 3.5 vs. (chipped?) US 3.5 (archive)

I know the euro is rated at around 218hp, and the US around 184, but what is the difference in torque. And suppose the US was chipped, bringing it up to around 200hp, and 240ft/lbs? Would it be just as worthy as the euro? Can you chip the older L-jet euro? Also, either would be just as easy to convert into and e12 or early e28 if you have the whole kit, correct? Lastly, I found an old e23 euro, how can i tell if it has the 3.5, they where only imported in79-80?
