I'm guessing this is happening due to the high humidity here in the Florida panhandle. I've taken sand paper and sanded off all the surface rust but after a couple of weeks, it's back again. Any ideas on preventing this? Thanks.

Give me a break. Spray paint the damned things with silver paint.

They are tools, not jewels! You probably never use them anyway, but if you do, spend the money and buy some real tools rather than throw it away on replacements.
