Thanks for your help. The ECU is dry. My ECU actually got wet 2 years ago and super sealed all possible points where water might sip in.

How do you change the regulator anyway???

It is the little canister thing at the front end of the fuel rail. Take out the bolt and the vacuum hose and pull it off. It will squirt gas if you don't reduce the fuel pressure first. To reduce the pressure you can pull the fuel pump fuse and run the car until it dies or you could pull a vacuum where the vacuum line goes into the regulator.
