BMP: It sounds like you have a stuck idle control valve (icv), I went thru this myself and ended up replacing the icv. With the car cold, start it and disconnect the electrical connection to the icv, the idle should rise. If it does not, remove the icv and spray some brake cleaner inside and give it a good shake. Reconnect and try again. Good Luck.
