It's all irrelevant, electoral votes must be assigned by midnight election night (constitutional law set in 1948). If a state does not assign by then. The Electoral Votes are not eligible or must be assigned by the states legislature. Thats the Law. Recounts are irrelevant. These lerned men need to go back and read up on the law.
