Have the same problem with my drivers side seat, except that it is the seat pad that has gone south.
Note that if one pad looses continuity, the other pad will only work on the high setting. This is because the low setting puts both pads in series, whereas they are in parallel on high setting. The ETM for my car seems to have errors in the schematic, but this is the general idea.
From your description, sounds like the wiring to the back pad, or the pad itself, has lost its conection/continuity. Try cleaning the contacts under the seat, and check continuity on the element with a ohmeter.
Pad can apparently be replaced if this turns out to be the problem. I have not got around to this, but took a look at it and got some info from others. Note that the pads are different for sport and and comfort seats. One is installed with the 'fingers' of the pad going east to west, and the other goes north/south. I dug around in there on my sport seats, but was afraid of damaging the leather stitching.

Well, its getting colder in Southwestern Ontario. Putting the car away soon, but not until snow falls. Tried the heated seats this morning, but not working this year. Only the back part of the passenger seat is functioning. Any suggestions would be greatly appreciated.
