Need advise on early M motor aux. air valve (archive)

My '85 euro has no idle control valve and recently the cold idle speed after cold start,has dropped from 1200 to 600-800 range. Does the aux air valve operate at >40F. I read in Chilton that it only flows air near freezing and thus would not be the culprit in my case.

Thanks for info!! as good manuals appear to be extremely scarce on these early Ms.
