Essentially it looks like you have a $7500 to $9000 car that has a rust spot. My car is the same year with similar mods but no rust (knock on wood)and I plan on keeping it for a long while even if a spot of rust shows up. I would just fix it well. How can somebody even come close to suggest that Joe should sell it for parts or sell it very cheaply. That is preposterous.The gus got what it sounds like a great car with a very small fixable problem.
I don't have much experience with rust repair but I am sure it could be fixed. What is the best way? I don't know but I think that was his original question and I am sure somebody here can answer it. I know rust is a cancer on cars but this does not sound too bad to me.
Joe, if you want to sell it, go ahead. I would fix it anyway and still ask top dollar if it is in as good a shape as you said.
