new catalytic converter (archive)

This weekend I installed a new catalytic converter and muffler. Car starts fine but no power unless I put the peddle down hard. The Catalytic converter sat in storage for a year or so. I have seen other posts about clogged converters - is there a way to unclog?

Second, after I dropped the exhaust I found a plastic/ceramic cone, it seemed to fit in the exhaust so I dropped it into the sensor receptor small diameter first. I later found what could have been a stem from the cone. Could that be the cause of my problem. Any help appreciated.
