On the 86 635 there are three transistors that affect blower motor speed and four if rear A/C equipped. There is a transistor in the A/C duct right side. If it is bad it can cause both heat and A/C to run in high only. I stumbled into a way to test it. Locate it per BCG instructions, then unplug the three wire plug and try the heater blower ie A/C not selected. If you get speed control the A/C transistor is bad. On an 86 it is difficult to remove because the vent flap drive motor is in the way. If it is the same on an 83 I can give details on how to do it. You can run the A/C in high only and have control of the heater motor or remove and repair. I went through this on mine and it was very satisfying to have fixed it.
