The 1-2-3 dial is a headlight angle adjuster. Many euro cars have these. They allow you to set the level based on loads in the trunk, ambient light levels etc. The DOT doesnt think Americans have enough discretion to adjust their own headlights (probably right) so the inmporter had to disable that system when it was imported.

The instruments arent backlit, the light is cat down from the top of the instrument binnacle, so they are actually front-lit. The bulbs (2) could very well need replacing & this isnt very tough - whip out a bentley 5 E28 manual to find out the procedure.

The second position on the foglight switch turns on the rear foglight. These are high intensity red light that are used in extremely dense fog conditions. The are located directly above the back-up lights. I assume that the importer probably disabled them too.
