I've had some problems in the past that were caused by corroded connections in the rear lights that caused the check light to blink. I'm not completely sure about the 633 and it's active check control panel (I've got a '87 L6) but in looking at my schematics:
If the check control does not extinguish after tapping the brakes then there is a fault on of the several sensors it monitors, a loose/corroded conections between the sensor and the active check control box, or the active check control box is faulty.
I'm assuming that all the LED are extinguished after tapping the brake? If not, then your fault may in one of the sensors.
If all of the LED turn off when you tap the brake, then check to make sure all the LEDs light up when you press the test button on the active check control panel to the left of the steering wheel. You could have a bad LED masking a bad sensor. If an LED does not light up, you may want to check the sensor that it is connected to.
In any case recheck all of the connections from the sensor to the active control box (located left of the steering wheel in the dash).
Lastly, it could be the control box itself, but I doubt it. Too much potential for corroded and loose connections elsewhere in the system.
