I have not come across a fan on the e28 to be bolted direct to the waterpump.If it is,then your cooling system is overdoing it's job ie cooling when it is not necessary.There should be a viscous coupling between the fan and the waterpump.The fan should only pull air when the engine gets heated up enough,not all the time.
As for the 13 mm bolt,seeing that it is the one securing your fan to the waterpump,than it should be a left hand threaded bolt,designed not to unloosen itself as the fan rotates.
