My understanding (which may be misguided) is that the fuel pump relays switch to the "on" position with the ignition is on irrespective of whether the car is at idle or not, and the fuel pressure is not controlled by a "toggling" the fuel pumps on and off but by a regulator in the fuel line. If my understanding is accurate, I would doubt that its the relay.

Also, it seems that the problem is not related to the idle circuit per se because it seems there are problems above idle. Sorry, I don't have solutions but it may help eliminate problems.
