Sounds like the starter to me. I'd check
the electrical connections for a start.
If it's a preheating problem, then the
typical symptom is engine spinning, belching
black smoke and not catching.
Btw, a better way of pre-heating. Is to
turn the key, let the green light go out.
Then turn it of immediately and give it
another cycle. The heating ends very soon
after the green light goes out, definitely
shorter than 30 sec.
