Actually most those little accessory items have been left up to individual state laws. The feds only regulate certain laws and leave the rest open to the states. We can have headlight covers in Kansas and Oklahoma. One used to not be able to have them in Texas... I don't know about now.

If you're in the US, yellow headlights are illegal (as is any form of tint or cover on the headlights). No matter if you think they work better in fog, etc., you will get a ticket eventually.
