He's right, if the resistor was bad the low speed would not work. I had almost the same problem only I didn't even have clicking when I jumped the high speed switch. On my car the problem was where the wire actually connects to the relay. I pulled the relay and I could see that the wire was visiblt pushed down so that it made no contact with the spade on the relay. I pulled the top half of the box from the bottom half and re-inserted the wire. I then replaced the relay and it now works just fine. If you want to check the relay itself just put one of the others in it just (be sure it matches) long enough to test it.
