These engines and oil pumps are extremely reliable. I have seen cases where when using an oil that sludges, the oil pressure relief valves get stuck (usually at maximum opening) so that when the oil heats up, the pressure is very low (but usually adequate to prevent damage).
By saying, "the engine has always run low on oil" just what did you mean? Low oil pressure, or it used oil?
Also, BTW, if the cam spray bar banjo bolts come out (not uncommon) the oil light will stay on at low rpm. The cam can be destroyed in this manner.
It IS possible to rebuild the engine in-the-car to an extent. The head and oil pan can be removed for replacement of the con rod bearings, honing of the cylinders with replacement of the pistons and rings, as well as head work. Unless he really tore the engine up, it may have been possible to do the work in place.
