I am experiencing the same issue with a flawlessly mintaned 1986 M-20 ETA motored E28. I have new ignition wires, a new rotor, a new oxygen sensor an a new air filter. Compression is absolutely perfect and there do not appear to be any vacuum leaks. The valve were also just adjusted to spec.

The problem only occurrs at low speed usually at idle or once you take your foot of the gas abruptly. It is kind of like the feeling you get when your A/C compressor kicks in and creates an initial drag on the engine but the engine compensates. The car shudders with or w/o the ac on. The idle control valve is also new. Any ideas?
