I have a 3.3L engine. It averages 19.8 miles per gallon. As a comparison your figures calculate out to 11.1 miles per gallon. You would expect a 2.8L engine to do a little better that mine, perhaps over 20.
I don't think I can point you to what is wrong. I would start by seeing if you are burning all this fuel by inspecting the spark plugs to see if they are wet.

I just got a '88 528i and i'd like to know its engine characteristic (2.xl, hp, etc ...)
It's really a great car considered its age, but found one thing annoying:
is its fuel consumption, when driving in town, a bit too high ? it's about 21L/100km, that is ~34L/100miles
is it normal ?
