If you go with 16" wheels, upgrade the thrust arm bushings to 750 type or urethane.
DO upgrade the sway bars to 25/19 type. RC Motorsports (LaJolla Independent) sells a front/rear kit (fully adjustable) with all hardware for $250, which may be less than used ones. Believe me, if someone puts on decent sway bars, he won't be selling them. If they are poor ones, he might sell them...beware!
The 16" wheels, sway bars, and bushings will make a HUGE difference-so good that you may postpone new struts indefinately if your old ones are even half decent!
Also, CAREFULLY inspect all of your front end hardware (tie rod ends, center link joints, idler arm bushings) for wear. It's not worth making the other changes until your front end is tight!
Replace the shifter link at the transmission shifter rod to eliminate slop. Most are worn, and having a tight shifter is a real pleasure. I personally don't like short-shifters (though someone on the e28 or e24 board has a set for sale right now).
