Maybe it's an age thing, I don't get it either.
As far as euro-spec e28's, I had 3 when I lived in Europe (3 different countries) and as far as I remember they were all orange. I could be wrong though as lens colour would be the LAST thing I would pay attention to.
Clear lens' are legal in California as long as the bulb behind it is the correct colour, don't know about other states.
