I think this is same problem many E28 and E24 owners experience when they drive through a deep puddle. The power assistance cuts out and causes the steering to go very heavy. Without assistance these recirculating ball steering systems are very heavy.

I believe this is down to belt slippage caused by water on the pulleys. Even if the belts are tight this can still happen. Check the condition of the belts and pulleys. If the belts are glazed then replace them. If the pulleys are worn and mishapen it might be necessary to replace these as well.

This may or may not be the problem, but it's worth checking!
