tamper proof bolt that is tightened until the top portion shears off so there is nothing for a thief to grasp to remove. It appears to have been loostened by vibration until the "final" blow of the bump.

I hit a bump (pothole) at about 40 miles an hour and felt this thing hit my leg. I see underneath the steering column where it went, but it appears to have the head broke off or something. What is it used for and do I need it put back in? Thanks for your help.
